Founded in May 1994, China Maritime Service Center (short for CMSC) is a maritime service organization under China Maritime Safety Administration (short for China MSA) of Ministry of Transport, China. With maritime services as its core business and key responsibilities, CMSC has been unremittingly exploring healthy and sustainable development through standardized management and continuous innovation. Since its founding, CMSC has succeeded in undertaking the supportive and backup tasks assigned by China MSA, which include without limitation the following:

National seamen, sea navigation pilot and ship surveyor test. On behalf of China MSA, CMSC undertakes the organizing of the national seafarer, inland rive seamen, pilot and ship surveyor examinations, building of test content pool and test training textbook compilation. In recent years, CMSC has made great progress in revolutionizing the seafarer test by developing seafarer computer terminal testing system, long-distance testing system and intelligent testing system. The computerized tests have enormously convenienced the examinees.

Vessel One-card System management.
CMSC undertakes the major IT application project in national maritime system – the construction, promotion and management of the Vessel One-card System project. Starting at the end of 2004, this project has completed its implementation in most of the seagoing and big inland river areas in China. After the completion of the project, the vessels sailing in China can be easily monitored and managed by the MSA at all levels.

CMSC has been proactively participating in IT application project in the national maritime system. In 2007, CMSC was appointed to undertake the MSA renewal project of Water Safety Supervision Information System, and now is the builder of MSA English website.

As the sole freelance seamen management organization authorized by the China Ministry of Transport, CMSC provides seafaring job guidance, support and legal consultancy service to thousands of Chinese seamen every year.

Besides, CMSC provides exhibition and conference service for organizations and enterprises in transport and maritime system. Those exhibitions have helped improved the image of China MSA in the world.
