The System Project was started in the end of 2004 and has been implemented firstly in Yangtze River Area successfully.

The overall implementation in provincial MSAs of the System was started in 2006 according to the promotion plan made by China MSA after reviewing experience. Up to now, the goal of "one vessel card for one ocean-going ship, one card for one river-trade ship and endorsement with cards in provincial maritime administrations" has been achieved.

This project is to be further promoted to the water systems along Yangtze River and national maritime system, eventually realizing the goal of effective supervision and management for all ships registered in China. The successful completion of the System marks a new step forward for CMSC in IT application in maritime system.
